Bali's most expensive misunderstanding: a clean land certificate does not mean you can build — or rent — on it. Zoning is a separate map, and it outranks your paperwork, your pool and your feelings about the view.

The zones that matter

Simplified for buyers: tourism zones permit commercial accommodation — the safest home for a rental villa; residential zones permit dwellings, with rental licensing layered on where regulations allow; green/agricultural zones protect rice fields and greenbelt — building is prohibited or severely restricted, whatever the certificate says. That gorgeous villa alone among the paddies is either grandfathered, licensed exceptionally — or a problem wearing a roof. Why zoning beats everything

Zoning violations don't fade; they wait. Bali's periodic enforcement waves have sealed and demolished non-conforming builds, and regulatory attention to over-tourism keeps tightening. A mis-zoned villa can't get proper permits (PBG), can't legally host paying guests, struggles for insurance, and resells only to buyers who don't check — a shrinking species. Price any zoning doubt at its true value: heavily.

How to verify before you buy

Your notaris obtains the zoning designation (via the regional spatial plan / ITR information) for the exact parcel — not the seller's summary of it. Cross-checks: does the existing building hold a PBG consistent with its use? Any pending spatial-plan revisions for the area?
